Smart Meters and Time-Based Rates

NPPD is installing new “smart” meters in our service area. Smart meters allow utilities to charge different prices at different times of the day to more accurately reflect the cost of providing electricity. Access to these meters also makes it easier for NPPD to offer different time-based pricing options. Two such options are Time-of-Use (TOU) rates and Critical Peak Pricing (CPP) rates.
TOU rates provide customers with the potential to save money by shifting electricity usage away from higher cost “on-peak” hours to lower-cost “off-peak” hours. These hours are predetermined by the utility and vary based on the time of day, the day of the week, and the season. Efforts to reduce electricity usage during peak times allow NPPD to ultimately pass on those cost savings to customers.
Critical peak pricing is essentially the same as time-of-use pricing in that customers are charged different rates depending on when they use energy. The difference is that the on-peak energy rate is replaced with higher "critical peak" rates during days when the cost of providing electricity is the most expensive.
To evaluate the feasibility of these new rate options, NPPD has developed an EnergyWiseSM Pricing Pilot Program which is being offered to select customers in Chadron, Milford, and Plattsmouth. The TOU phase of this pilot began November 1, 2009, and will run through October 2010. The CPP phase begins in May and will run through the end of the pilot.
